Applying for the Certification of Communication Information Network System Integration Enterprise

Enterprise which has got the qualification certification of Communication Information Network System Integration Enterprise and meanwhile conforms to the requirements of the software enterprise certification may apply for the software enterprise certification. After getting such certification, the enterprise may enjoy relevant preferential policies on tax.

The following are the brief introduction to the application of Certification of Communication Information Network System Integration Enterprise:

1. Taking the first-grade enterprise as example:

（1）Experience of Main Leaders:
（a）People in charge of corporation must have above 5-year experience in tele-construction or management with senior professional title;
（b）Above 4-year experience in communication network information system Integration with senior professional title; and
（c） People in charge of corporation and technology must be in-service staff rather than laid-off workers.

（2）Technical Personnel
（a）Those personnel who specialize in the system integration;
（b）Engineers with experience of Communication Information Network System Integration or personnel who have graduated from college for more than 3 years shall be more than 40;
（c）personnel with primary professional title on Communication Information Network System Integration or technicians shall more than 50;
（d）personnel with project management certificate on communication project shall be no less than 15;
（e）personnel with the qualification of preliminary budget of communication project shall be more than 20;
（f） retired personnel (under 65) shall not exceed 1/3 of the total.

（3）Registered Capital:

          Registered funds must be no less than 15 million.

（4）Achievements and Ability
（a）The enterprise has finished the project of communication information network system integration during the latest 3 years with its value more than 100 million; has independently undertaken project of communication information network system integration with its value more than 80 million;
（b）above 5 items of the contents of all the project finished shall include general project plan, design, layout of equipment, software development, project conduct and the maintenance of the post-project operation, etc

（5）Technical Equipment

          has relevant computer, equipment, instruments and meters and measures for quality examination for undertaking the task.

Relevant requirements of the second and third grades shall be subject to the "Management Measures of Communication Information Network System Integration Enterprise".

2. Enterprise which specializes in the service of Communication Information Network System Integration must meet the following requirement so as to apply for the Certification of Communication Information Network System Integration Enterprise:
（1）Lawfully established enterprise;
（2）Independent legal entity;
（3）Equipments which is necessary for the principal business;
（4）Meets the evaluation standards of Communication Information Network System Integration Enterprise.

3. The grades of Communication Information Network System Integration Enterprise can be classified high to low into: the first grade, the second grade and the third grade. The evaluation standards of the first-grade enterprise can be concluded as the requirements concerning the following five aspects(the requirements of the second-grade and third-grade enterprise refer to the Administrative Measures of Communication Information Network System Integration Enterprise):

4. The applicant must submit the following materials to the Ministry of Information Industry or Communications Administration Bureau:
（1）the Form of Applying for the Certification of Communication Information Network System Integration Enterprise;
（2）business license of the enterprise as a legal person;
（3）article of association;
（4）legal representative of the corporation, the documents of tenure of people in charge of technology and finance, certificate of qualification and the copy of identity card.

5. After having got the temporary grade for two years, according to the practical achievements, the enterprise may apply to the examination and approval department for the formal grade and provide the following materials:
（1） the Letter of Applying for the Certification of Communication Information Network System Integration Enterprise;
（2） Certification of Communication Information Network System Integration Enterprise (temporary one) and business license of the enterprise as a legal person (duplicate one);
（3） article of association;
（4） the identity certification of legal representative of the corporation and people in charge of technology and finance;
（5） certification materials that can reflect the achievements of the project the enterprise has undertaken;
（6） other relevant materials.

6. Application Flow

7. The enterprise can apply for upgrade after it has got the certification for two years. The procedure shall refer to the certification procedure.Temporary grade, formal grade and upgrading grade shall be evaluated in accordance with the standards of grade regulated by the measure hereof, within which the project achievements shall be evaluated when certifying the temporary grade.

8. Ministry of Information Industry shall be in charge of the issuance of certification and the examination and approval of certification of Communication Information Network System Integration Enterprise; Communications Administration Bureaus of various provinces, autonomous regions and municipalities shall be in charge of the issuance of certification and the examination and approval of certification of the primary examination of the first-grade qualification certification, and the second-grade and third-grade qualification certification within its administrative region.
